Richmond’s Liberal Democrat council is facing fresh criticism over the private enforcement company it employs to patrol the borough’s streets.

It follows two nationally reported cases. Newlyweds Leon and Amy Wright were fined £150 after putting their bins out early so they could leave for their honeymoon. Burcu Yesilyurt was fined £150 after pouring away a half-drunk coffee before catching a bus at Richmond. That fine was later cancelled after a public outcry.

Now The Telegraph has reported further complaints about officers employed by Waste Investigations Support and Enforcement, WISE.

One Richmond resident said she and two friends were accused of dropping cigarette butts despite none of them smoking. Richmond Council later admitted the bodycam footage did not show anyone dropping the cigarettes.

In a separate incident outside the Cabbage Patch in Twickenham, enforcement officers sought police support while trying to issue another fixed penalty notice. The police instead told them not to issue the fine and to move on. Richmond Council subsequently said it was working with WISE to provide additional conflict-resolution training.

A financial incentive to fine

WISE operates what it calls a “cost-neutral model”. According to The Telegraph, the company makes its money from the fines it issues and is thought to retain up to 90 per cent of the proceeds. Critics say that creates an obvious incentive to pursue penalties.

The independent civil liberties group, the Manifesto Club, has been particularly critical of this model. Its director, Josie Appleton, argues that outsourcing enforcement has led to a “corruption of punishment”, with wardens focusing on “easy” targets that generate the highest income.

What is liberal about Big Brother Richmond?

Small-l liberalism is supposed to value individual freedom, limited interference in people’s lives, and scepticism about excessive state power. Yet Richmond’s Liberal Democrats have created an enforcement regime that has pursued honeymooners, a woman pouring away coffee, and residents accused of cigarette butts that the council admits were not captured on camera. As The Telegraph put it, there is a growing sense that “law-abiding people are being targeted for minor infringements of the rules while more serious offenders go unpunished.”

Richmond Conservatives believe enforcement should focus on deliberate fly-tipping, persistent littering, and genuine anti-social behaviour, not on turning otherwise law-abiding residents into easy targets. Richmond’s Liberal Democrats need to explain whether this is really the sort of enforcement culture they want in our borough.
